He resigned from his job stating, “I didn’t help them and I should’ve never sent out Renuka,” but his father (Jayaprakash) encourages him to find the murderer. Shiva goes to the crime scene and finds it has been a brutal murder. They were undressed, chopped into different pieces, and were mixed together. However the next day, a news channel declares that the two women had been killed.
Shiva sends his friend, new police constable Renuka (Himaja), to help the girl.
On the night of 28 April, he listens in on a young girl asking her friend for help as she is alone in her house and scared because there is no electricity in her house whilst everyone else on her street has it. Shiva follows her, and she starts to fall in love, but he does not. In order to do that, she decides to get concentration by dating with a guy. On the night of 16 March, he listens to Charlie/Shalini (Rakul Preet Singh) talking about her wish on getting 98% in her exams from 96% to get a USA scholarship with her friend. He developed a software to listen to the needing ones by tracking their phones. Shiva (Mahesh Babu), an officer in the Intelligence Bureau office, spies on people’s calls and messages to help them if needed. Arivadhanam is taken to court and is inquired about why he kidnapped the officials. Sarojini finds Arivadhanam in a mosque and arrests him. They find masks, computers, and newspaper cuttings. They track down his location, but he is nowhere to be found. Outraged, Sarojini decides to ambush his hideout. She accepts it, then Arivadhanam phones her and tells her she met with Citizen. Sarojini drops her handkerchief while in her car, then Arivadhanam swaps it with a paper and gives it to her.
To clear the traffic, Arivadhanam creates a problem and sorts it out by donning a traffic inspector’s identity. Arivadhanam kidnaps the third man but is stuck in traffic. Sarojini finds links to Arivadhanam but cannot identify him. She orders her men to dig it up, and they find corpses. She then discovers that the people of Atthipatti are under a old river, which is a construction site. He gives them a box full of evidence about the village. She then inquires a Church Father who knows about Atthipatti. She notices that from 1970-80, the village was missing. She goes to a place, where they keep old maps of India. She finds evidence that they link to a village called Atthipatti. Meanwhile, CBI Officer Sarojini is given the case of finding the officials and capturing Citizen. He kidnaps three government officials and tells the press his name is Citizen by changing his appearance to their jobs.
